The wife of former New South Wales treasurer MICHAEL COSTA has been held up inside
her home by an armed man .. who tied her to a chair and threatened her with a knife.

Two small children were inside the home at Millfield .. in the Central Hunter .. at
the time of the invasion but they were unharmed.

Police say officers went to the home of DEB COSTA at about 8.40 on Monday monday morning
after the couple's four-year-old daughter called triple zero.

When they arrived they discovered 40-year-old Ms COSTA tied to a chair and treated
her for minor injuries to her wrists.

The robber is described as Caucasian of medium height and build and was sporting a
goatee beard .. he fled the scene in a blue-coloured 2007 model Honda Civic with NSW registration
BDY-26D.

NSW:Three teenagers hurt in Sydney car crash

SYDNEY, Dec 26 AAP - Three teenagers were injured when their car slammed into a power
pole and rolled in Sydney's southwest.

Their Toyota was travelling north on the Hume Highway at Lansvale about 7am (AEDT)
on Sunday when it left the road and hit a gutter.

It then slammed into the pole, rolled over and came to rest on the northbound carriageway.

The 17-year-old male driver and an 18-year-old female passenger sustained minor injuries,
while a 16-year-old male passenger suffered facial injuries.

All three, from Guildford, in Sydney's west, were taken to Liverpool Hospital.

The highway was closed to northbound traffic for a short time.

Police are appealing for witnesses to come forward.

CANBERRA, Aug 17 AAP - Australia should be careful of investment from Chinese state-owned
entities, Opposition Leader Tony Abbott says.

Echoing a sentiment previously expressed by Nationals senator Barnaby Joyce, Mr Abbott
said he was concerned about sovereign wealth funds buying shares in Australian businesses.

"A Chinese business is much more an arm of the Chinese government than an Australian
business would normally be an arm of the Australian government," Mr Abbott told the National
Press Club in Canberra on Tuesday.

"I would be very careful about majority ownership of Australian assets by government-controlled
entities and I'm not singling out China here."

But Mr Abbott said he did not envisage a need to change Foreign Investment Review Board
rules regarding overseas investment.

"We welcome foreign investment, we welcome Chinese foreign investment but it does have
to go through the ordinary foreign investment review board rules," he said.

The coalition is opposed to foreign state-owned entities buying shares in Australian
firms, but Labor has argued this policy would jeopardise foreign investment.

The federal government in 2009 blocked Chinese government-run Minmetals from buying
a gold and copper mine, near a South Australian weapons testing range, on defence grounds.

BRISBANE, April 9 AAP - Authorities are poised to begin pumping 950 tonnes of heavy
oil from a stricken coal carrier grounded in the Great Barrier Reef.

The Chinese-registered Shen Neng 1 is stuck on a protected part of the reef off the
central Queensland coast near Rockhampton after crashing into it at full speed on Saturday.

Massive booms have been placed adjacent to the ship to contain possible spills as authorities
prepare to pump 950 tonnes of heavy oil from the vessel in the salvage attempt.

Maritime Safety Queensland (MSQ) on Thursday tested the 200-metre booms that form a
J configuration between the coal carrier and a tug and pumping could begin as early as
Friday.

"We need to get this right and be satisfied we have all our risk management measures
in place before we start pumping oil off the ship," MSQ general manager Patrick Quirk
said.

"We're not going to rush into this operation - we want to manage the risk and manage it closely."

The oil will be pumped from the vessel in daylight hours to ensure any spills are immediately
picked up.

Contingency plans are in place in case there is any spillage.

SA: Greens to seek to amend student allowance laws

ADELAIDE, Aug 26 AAP - The Greens will seek to amend student income support legislation
to ensure country students are not disadvantaged.

Greens Senator Sarah Hanson-Young said on Wednesday the party welcomed a decision by
the federal government to delay its changes to the income test so as not to disadvantage
students currently taking a gap year by preventing them from qualifying for support.

But she said rural and regional students, who were forced to leave home to study, would
continue to be disadvantaged.

"The Greens urge the coalition to back our amendments to create a new eligibility criteria
for those who are geographically disadvantaged to qualify for student income support,"

Senator Hanson-Young said.

She said it was anticipated providing adequate support for such students and others
disadvantaged by the government's changes would cost an extra $600-$800 million annually.

Labor wants to tighten the eligibility for Youth Allowance making it harder for students
to prove they are financially independent of their parents.

Previously students were told if they earned $20,000 in a gap year before attending
university they would be considered independent and qualify for support.

But the Rudd government announced in the May budget that that particular work criteria
test would be scrapped from 2010.

Now students will have to work 30 hours per week for 18 months to qualify for Youth Allowance.

The proposed changes meant that students already working in their gap year would no
longer qualify for support.

Education Minister Julia Gillard on Wednesday announced the federal government would
delay the plan by six months so as not to disadvantage those students.

Senator Hanson-Young said the student groups who waged a strong campaign against the
budget measures were to be congratulated.

"This was a poorly thought out policy scribbled on the back of a napkin," she said.

"It's not fair to simply remove the criterion most commonly used by young people in
rural and regional areas to qualify without replacing it with something else to accommodate
their needs."

Queensland coroner MICHAEL BARNES will deliver his findings today .. into the circumstances
of a fatal motorcycle chase.

An inquest has heard police officers deliberately lied about the chase .. because they
knew they had broken rules applying to vehicle chases.

Twenty-six-year-old bikie CRAIG ROBERT SHEPHERD was killed .. and his female passenger
seriously injured .. when their motorbike skidded around a tight bend on a Gold Coast
road in 2006.

Senior Constables STEPHEN CHAPMAN and HILTON BUCKLEY said in their defence they tried
twice to contact the communications command during the pursuit .. but were let down by
a malfunctioning radio.

But Constable CHAPMAN admitted on Wednesday he could have used his mobile phone to
contact headquarters.

LOS ANGELES, Aug 7 AFP - An American pro-Tibet activist deported from China after staging
a protest near Beijing's Olympic stadium says he was interrogated aggressively by police
before being bundled onto a flight home.

Phill Bartell, 34, was one of four US and British activists who made world headlines
on Wednesday when they scaled a pole and unfurled giant "Free Tibet" banners close to
Beijing's Bird's Nest stadium.

Bartell, a member of the Students for a Free Tibet group, said he had not been physically
mistreated by Chinese police following his detention and expulsion from China.

However he said he had been subjected to several hours of "aggressive interrogation"

and was refused access to US embassy staff before being forced to buy a return ticket
to the United States and whisked out of the country.

"We were not roughed up but we were interrogated very aggressively for about eight
hours," Bartell said after arriving in San Francisco from China.

"They wanted to know where we were from, how long we'd been planning it, if anyone
had been helping us, who our contacts in China were. Kind of technical questions like
that," he said.

He said repeated requests to be allowed to contact the US embassy following his detention
were rejected. "I was asking every few minutes to be allowed to contact the embassy but
they just flat out refused," Bartell said.

A State Department spokesman said China had 72 hours to notify the US government of
the detention of a US national.

Bartell, who had entered China on a tourist visa, said he was not informed of the specific
reasons why he was being deported, only that he had "been acting illegally and broken
the law".

"They grabbed our credit cards and made us buy tickets on the next available flight,"

he said. "They were very excited to get us out of there and keep the Tibetan issue as
quiet as possible."

Students for a Free Tibet have been dogged campaigners against what they see as Chinese
repression in Tibet, the western region known as the "rooftop of the world" that has been
under Chinese rule since 1951.

Fed: Fed Court gives Telstra access to Opel documents

CANBERRA, Feb 14 AAP - Telstra has been granted access to documents relating to the
Howard government's decision to grant a $958 million rural broadband contract to the Opel
consortium.

Telstra claims the coalition secretly offered Opel, a consortium of rival telco Optus
and Elders, an extra $358 million to the original tender figure of $600 million.

The Federal Court last October dismissed Telstra's application against the then federal
communications minister Helen Coonan to see confidential documents about the tender.

But the Full Bench of the Federal Court of Appeal today allowed Telstra's appeal, overturning
the earlier judgment. The new Labor government did not oppose Telstra's appeal.

Telstra's Group General Counsel Will Irving said government would now provide Telstra
with the documents it had been asking for since August 2007.

"This is a good outcome because it may take us one step closer to knowing what went
on behind closed doors, and then being able to assess whether more formal action is warranted,"

Mr Irving said.

A further hearing is set down for March 17 to work out a process to deal with access
to certain documents.

An implementation plan for the Opel network is currently being assessed by the Department
of Broadband, Communications and the Digital Economy.

Vic: Fire crews take advantage of calmer weather

MELBOURNE, Dec 12 AAP - Fire fighters used the cooler and calmer weather conditions
last night to work on building containment lines around blazes across Victoria.

Fifteen fires are continuing to burn out of control, blackening 250,000 hectares mainly
in the state's north-east and Gippsland areas.

Department of Sustainability and Environment state duty officer Dennis Ward said the
fires were still active but they had been quiet overnight.

The weather had cooled and on the higher peaks of the alpine country, the temperature
had plunged into the negatives.

"That's good for us for overnight," he said. "That will actually enable, providing
the conditions are right, to undertake backburning operations and work on control lines."

Mr Ward said residents in all fire areas were still urged to be vigilant, despite the relief.

The biggest fire is the North East fire, stretching from Whitfield to Cheshunt, Mt
Buffalo and south into the alps, which has burnt 120,000 hectares.

Urgent-threat messages were issued for the area of Waterford in north-east Victoria,
where residents were expected to experience ember attack and resulting spot fires.

The main fire front was within 12 km of Dargo.

Massive fronts in the north-east and Gippsland continued to burn, with residents in
Waterford and the Cobbanah areas issued warnings.

Those in the Tawonga area, near Mt Beauty, and around Mansfield were also issued urgent-threat
messages.

Residents in those areas were being urged to prepare their fire survival plans.

There were also three new outbreaks yesterday.

Fires at Club Terrace near Orbost and one in Bendoc, in east Gippsland, were both expected
to be contained late this morning.

Another new outbreak at the Cann River had been contained.

Yesterday bushfires claimed the iconic Craig's Hut -- made famous by The Man From Snowy
River -- in Victoria's high country, near Mansfield.

Four homes have been lost in the bushfires, two on Sunday in the north-east and south-west,
and two last week in the north-east.

Twenty-eight schools remain closed due to the bushfires, including Mount Beauty Primary
School, Mount Beauty Secondary College, Tawonga Primary School and Tambo Upper Primary
School.

ACT police have been asked to investigate the leaking of a confidential memo .. threatening
staff with jail and heavy fines if they leaked documents to the media.

A political storm erupted after the territory's public service boss MIKE HARRIS issued the memo.

It was leaked .. and Mr HARRIS has now asked police to investigate .. because it's
a breach of the ACT Crimes Act.

Police say they're assessing the referral .. but if they do go ahead with an investigation
.. it won't start until next week.

MELBOURNE, Feb 14 AAP - Uninsured Aboriginal art worth up to $120,000 was stolen from
a gallery in central Melbourne early today.

But the gallery reckons it will be difficult to sell.

"Art is not really something that is usually stolen because it's so hard to sell on
the market," said gallery director Maryanne Hollow.

The burglary was at Aboriginal Galleries of Australia in Spring Street about 3.30am
(AEDT) today, police said.

Police believe three intruders used a metal pipe cover to smash the front door of the gallery.

Ms Hollow estimated between 10 and 12 works were taken from the gallery valued at between
$100,000 and $120,000.

These included a 1994 unstretched acrylic on canvas painting by the late Northern Territory
artist Emily Kame Kngwarreye, which Ms Hollow said was valued at between $50,000 and $60,000,
and a natural ochre on canvas painting by Kimberley region artist Freddy Timms valued
at $5,000 to $7,000 people.

The Kngwarreye work was to be photographed for an exhibition in New York to open on
February 28, Ms Hollow said.

She was unsure how many works were missing.

"We think 10 to 12 works have been stolen," Ms Hollow told AAP.

"We can see them on the video footage and we can see some of the paintings but I will
have to do a final stocktake because we don't even know what is missing.

"They (the works) are not insured, either."

Ms Hollow said it was the first time in her 15 years in the business that the gallery
had been burgled.

"We had one painting stolen before, but it was returned to us with a note on it saying
the person had stolen it from the gallery but it gave them a strange feeling so they gave
it back," she said.

"That was two or three years ago. It was not an expensive piece - it was worth a couple
of hundred dollars - and, to be honest, I hadn't noticed it was gone."

The art would be hard for the thieves to sell, Ms Hollow said.

"Art is not really something that is usually stolen because it's so hard to sell on
the market," she said.

Business operators at Sydney's Village Way shopping centre say they're utterly devastated
.. after a fire destroyed up to 10 stores overnight.

Investigators are examining the damage to Wattle Grove Plaza .. in the city's south-west
.. to establish whether the fire was caused by arson or followed an attempted ram-raid.

Up to 40 fire fighters worked for over two hours from 2 am (AEDT) to contain the blaze.

The fire's believed to have started in a video store .. where a car was found after
being driven through the centre's front doors.

The fire brigade says about 50 per cent of the shopping centre has been damaged.

WA: Curtin uni to raise student fees for 2006

PERTH, April 28 AAP - Western Australia's Curtin University of Technology will increase
HECS fees for next year's undergraduate students by 25 per cent.

Curtin was the only WA university not to raise undergraduate fees last year, as allowed
under the Higher Education Support Act 2003.

But Vice-Chancellor Professor Lance Twomey said his hope that the decision not to increase
fees for 2005 would attract additional students had not been realised.

"Like most Australian universities, Curtin experienced a drop in applications for 2005,
not the increase we had anticipated," he said.

"In light of this, and the ongoing budgetary pressures all universities are experiencing,
(the university) council has supported a recommendation to increase undergraduate fees
for 2006 by 25 per cent."

The increase will take effect from next year and will affect all undergraduate students
who enrolled from 2005, except those in nursing and teaching - areas exempted by the legislation.

Prof Twomey said the university regretted the need for the increase and wanted to minimise
the impact on students as much as possible, and as such, had approved the establishment
of a broad-based scholarship scheme.

Scholarship details would be finalised later, but students from indigenous, country
or low socio-economic backgrounds were expected to benefit.

Curtin Student Guild president Patrick Gorman said federal Education Minister Brendan
Nelson was as much to blame for the increase as Prof Twomey.

"Minister Nelson's higher education legislation has effectively locked prospective
students from lower socio-economic backgrounds out of university," Mr Gorman said.

Teamed with moves to introduce voluntary student unionism, the outlook for Australian
universities was bleak, he said.

Meanwhile, university students from across WA are expected to gather at state parliament
today to mark a national day of action against changes to student union legislation.

"Students in WA recognise the benefits provided to them by student organisations and
are going to fight to keep them viable," National Union of Students WA branch president
Susie Byers said.

The 12.30pm (WST) rally would be addressed by WA Education Minister Ljiljanna Ravlich
and UnionsWA (UnionsWA) secretary Dave Robinson.

Presidential instructions following meeting with internet community representatives.

Dmitry Medvedev approved a list of instructions issued following an April 29, 2011 meeting with internet community representatives.

The President gave the following instructions:

- to draft proposals on amending Russian laws so as to give authors the right to make their works available on a free-licence basis to the public at large (along the lines of Creative Commons, GNU FDL);

- to discuss with media representatives, including internet and broadcast media, other information copyright holders, authors' organisations, and Russian and international experts the use of works protected by copyright laws, taking into account modern methods for their reproduction, and analyse global practice in order to develop models that would expand and facilitate public access to material of cultural value, including for information, scientific and educational purposes, and draft proposals for discussion at international forums based on the conclusions reached;

- to draft proposals on amending Russian laws on the mass media regarding liability limits of media outlets disseminated in the internet for the publication of comments by readers and remarks by third parties that violate Russian legislation, including the laws on preventing extremist activity;

- to draft proposals on procedures for giving nationally accredited intermediate vocational and higher professional education establishments access to audiovisual materials in the state mass media archives;

- to speed up the work to bring Russian law into line with the Council of Europe's Convention for the protection of individuals with regard to automatic processing of personal data, which requires ending unjustified responsibilities placed on those collecting and managing personal data. BPC BANKING SECURES UZBEK E-PAYMENT CONTRACT.

TASHKENT, April 26 Asia Pulse - BPC Banking Technologies, a provider of Open System e-payment solutions, has won a contract to build a new national switch and processing platform in Uzbekistan.

UZKART, Uzbekistan's national payment system includes 28 participating banks issuing more than 8.5 million cards.

BPC said that the its SmartVista suite was selected to support UZKART's significant demands inherent in running a nationwide payments infrastructure.

According to BPC, the SmartVista's capabilities support and manage payments across all channels, including POS, branch, internet, and mobile applications, as well as card management services for credit and debit cards, loyalty programs and multi-application smart cards.

In addition, SmartVista has been certified payment brands like American Express, Diners Club, MasterCard, and Visa together with certification for EMV issuing and acquiring.

BPC said that the UZKART implementation will also include support for EMV smart card technology and it will be leading the project to replace DUET based payments processing infrastructure in Uzbekistan's ATM, POS and kiosk networks to allow them accept EMV transactions.

Pilot testing for EMV has been planned for the first half of 2011 with full rollout expected by the year-end. Migration to SmartVista will also expedite the production of cards and terminals and will introduce e-commerce capabilities for the first time, BBR reported.

INTERNET PHONE CUSTOMERS TO PAY MONTHLY 911 FEE.(News)

New York state customers who use Internet-based telephone services will be charged 35 cents each month to contribute to county 911 centers, according to a new state law.

Gov. David Paterson signed the bill earlier this month. The governor and state legislators imposed the fee because they thought it was not fair for people who use Voice over Internet Protocol providers, or VoIPs, to skip out on a fee that is charged to customers who use cell phones and land telephone lines.

The money will be collected by the state and given to counties for 911 technology.

The new law will not affect most VoIP users in Onondaga County. Time Warner, the biggest provider in the county, started charging the 35-cent fee before state law required it, said Ben Dublin, Onondaga County's director of intergovernmental relations.

The state charges cell phone customers $1.20 per month. But not all of the revenue winds up at a 911 center. In recent years, the state has raided the money for the general fund and has also spent it on overtime, travel, clothes, groceries and other supplies at agencies ranging from the state police to parks.

Only about 6 cents of each $1.20 makes it to a county 911 center. Because it cannot rely on that revenue, the counties decided to add their own charges on top of the state fee. Onondaga County was allowed to tack another 30 cents on to the cell phone fee.

Paterson also signed a bill that allows Onondaga County to raise the fee on land-line customers from 35 cents to $1 each month.

The new 35-cent fee for VoIP providers also will go to the counties, said Matt Anderson, a spokesman for the state budget division.

The state set up the new 35-cent fee off its books, so it will be harder for state officials to dip into it for other purposes.

The new fee begins Jan. 1.

AOL Rumor Central: Microsoft and Yahoo on the Prowl.(negotiation for the acquisition of America Online Inc.)(Brief Article)

An unconfirmed report from the UK has Microsoft and Yahoo each negotiating to buy AOL from Time Warner. The theory is that either could combine its own portal operations with AOL and thus cut out a lot of operating cost. The New York Daily News said Time Warner CEO Richard Parsons would listen but then say, "Thanks but no thanks."

AOL seems to be on a comfort curve in recent quarters. Its "Bring Your Own Broadband" offering is doing well at $14.95 a month. Higher priced tiers are expected as the company adds content. AOL is thought to make more on AOL for Broadband than it did selling its $50-a-month full-service broadband offering that included an Internet connection.

Dial-up subscriber losses appear to have slowed. A consensus is growing that says that AOL's dial-up business will bottom out at about 15 million subscribers - hey, 15 million people paying $25 a month is a heck of a business especially when you add all the other money that comes from the ad revenue that those eyeballs attract. AOL is also trying to establish partnerships - so-called strategic alliances - with broadband providers around the world, both cablecos and the phone companies.

In any event, Time Warner is unlikely to make any AOL deal in which it would not maintain a significant ownership position. AOL is no longer the wounded duck that it was 12-18 months back. And Time Warner does not want to get caught in the "buy high, sell low" trap.

Gaudi goes green.(RECYCLING renaissance)(Antoni Gaudi ispired art project using recycled materials)

Last year, I traveled to the city of Barcelona, Spain. Seeing the still-unfinished La Sagrada Familia in person was a complete thrill! At every turn, I marveled at the magical genius of Antoni Gaudi's masterpiece.

While taking in the wonder of it all, I thought about how I could share this experience with my art students. Gaudi's whimsical tile work and cathedral towers most captured my imagination, so I decided they would be the focus of a future art project. The question of what, when and how remained a mystery.

Our school had recently received a "green grant" to educate students about recycling and reusing materials, so I wanted to include those ideals in my lesson plan. At that time, a local machine-embroider business was giving away their empty thread spools to anyone willing to come and get them. My "aha!" moment was when I realized the size and shape were perfect armatures for towers. Air-dry paper clay would mold well around the spools. But, what could be used for the colorful mosaic pieces? Real tiles would be too big and there was no money in the budget for them anyway. Then, it hit me! Use something most elementary art teachers have scads of: broken crayons!

For several weeks after assigned projects were completed, students and I prepared for the Gaudi project by taking a few minutes at the end of the period to unwrap and sort broken crayons by color. I then cut the pieces even smaller with pruning shears, leaving some of them uncut. When there was enough of each color, it was time to begin the Gaudi unit!

I created a slide show with my Barcelona photos and images downloaded from the Internet. My students enjoyed learning about Gaudi, and were inspired by his amazing architecture and colorful tile work.

Next art session, students covered their spools with the air-dry modeling compound. Part of the assignment was to create a three-dimensional form--cone, sphere, cube, etc.--at the top of the towers. Pieces of crayon were then embedded into the soft compound to resemble Gaudi's mosaic tile work. (A bit of white glue was also used to ensure the crayon bits would stay put.) The towers would be dry by our next class, so students worked diligently to complete their tile work during this single class period.

The next session involved grating unwrapped crayons that hadn't been cut up. Using small cheese graters I found at the dollar store, students grated two or three colors of crayons over a paper plate. They then used a small paintbrush to apply white glue to areas of their towers and sprinkled on the grated crayon.

During the final studio session, students used tempera paint to add finishing touches. Our towers were unique, colorful and whimsical--fitting tributes to Antoni Gaudi's original structures.

I was gratified to share part of my vacation with my students by engaging them in this creative experience, which combined art history and environmental responsibility. While Gaudi might have frowned at the use of our recycled crayons and plastic spools, he would have applauded our efforts at innovation and creativity.
